Can anyone provide me some specific Fair Lending citations instead of the general 12 CFR 1002.9. I am specifically looking for a citations(s) that deal with Disparate Treatment with increased rate pricing on target groups (ex: females). Thanks.

1002.9 is adverse action.

You can find a plethora of information here:

http://www.justice.gov/crt/about/hce/

But generally, you just point to:

Bureau of Consumer Financial Protection — 12 CFR Chapter X

Part 1002 — Equal Credit Opportunity Act (Regulation B)

§ 1002.4 General rules.

(a) Discrimination. A creditor shall not discriminate against an applicant on a prohibited basis regarding any aspect of a credit transaction.

Besides Randy's citations, take a look at the fair lending exam guidelines. There are 3 sections in the index alone (OCC - which is similar to the others) for disparate treatment:
definitions
documenting evidence
evaluating bank's response

If your management isn't convinced, good fair lending attorneys are about $500 per hour, and look for considerate billing hours once the fun starts.
