Lease Processing Fee payable to leaseholder
Prorated Lease payable to leaseholder

APR fees...yes?

You might be the best person to figure that out, using the definition of a finance charge.

"It includes any charge payable directly or indirectly by the consumer and imposed directly or indirectly by the creditor as an incident to or a condition of the extension of credit. It does not include any charge of a type payable in a comparable cash transaction."

If the fee would occur in a comparable cash transaction, then No.
If it is unique to getting credit, then Yes.

If these are fees paid to the leaseholder, how could they be finance charges?
