I am familiar with the old "boxcar" request through subpoenas. If you have it and they ask for it, you have to give it even if it is beyond the required retention period.
Would this also apply to an individual's information request on a checking account closed in the 1990's? It wouldn't be easy, but the bank still has it.

I am not sure if you "have" to give it; but if we had it we would provide it and charge them a research fee.

That's what we are doing. But its also a reason for the department to look at their retention schedule and start disposing of long overdue documents.
