If a customer makes a withdrawal by presenting a check drawn on his own account, is the proper selection 27a Withdrawal or 27d Negotiable instuments cashed? I don't find this addressed in the Q and A.

If the customer uses a non-negotiable withdrawal form for the same end, use 27a.
