Has anyone ever had any luck getting donations to a local YMCA accepted as a Qualified Community Development Investments/Donations?

I just don't think that they do enough to benefit LMI individuals.

I think that would depend on the location of the YMCA and the commmunity it serves. We haven't gotten donation credit but we did get service credit for an officer sitting on their finance and exec committees. We just got documentation of their programs and how they supported LMI individuals and families.

Yes. Typically the YMCAs in our area have an annual pledge drive with proceeds going towards needs-based scholarships. The scholarship program is a sliding fee scale for those who want to participate, regardless of their ability to pay.

If the donation is to provide support for an aquatics team to purchase swim goggles and swim suits, no credit would be granted.

As stated, it all depends upon how your funds or services are used. If you can demonstrate the benefit to low/mod income individuals, you will receive credit.

This too. There is a YMCA located in Hackensack and one in Ridgewood, both Bergen County, NJ. Ridgewood is a VERY upscale town. You'd be hard pressed to argue that YMCA is serving any type of LMI community. Hackensack, on the other hand, has 5 moderate census tracts within the city.

If you can show that your funds went to LMI INDIVIDUALS, vs serving a community, you will get credit. If you are basing it on the community, it won't fly.

Agreed. But I'm pretty sure the only LMI individuals in Ridgewood are the landscapers. And they don't live there. grin

I agree in NJ, mainly because of the high cost of housing, but in other places there are LMI people in middle and upper areas.

I'm wondering where you are getting your information on the 5 moderate census tracts in Hackensack? As a result of the change in MSA congifuration several years ago, Bergen County NJ has NO low or moderate income census tracts. However, I think that those same changes have created a larger percentage of low-mod individuals living in Bergen County's middle and upper tracts.

When I look at the FFIEC preliminary data for Bergen, as of Jan 1, 2014 (based on 2010 census data) I find the following tracts with moderate income:

Care4, you are correct that, up until recently, there were no LMI tracts in Bergen County. In 2012, 4 tracts in the county were designated moderate: one in Fairview (181), Garfield (215), and two in Hackensack (235.01, 236.02).

In 2014, as Kathleen noted, there are additional moderate tracts (still no low tracts). Hackensack now has 5: 231, 232, 235.01, 236.01, and 236.02.

This is embarrasing! I left the CRA world for a very short time in 2012 as part of a job change. This change must have been made during that time. The changes are in my software so my numbers haven't been off. It's just that my performance context that I've been sharing with my Board of Directors has been a bit misguided.

Did the recent MSA change effect any of those tracts? The 2012 income levels are now outdated.

You may want to ask your contact person at the YMCA if they can provide an donation acknowledgement letter that will state the donation will be used to support LMI clients in a "sliding scale" fee program - say for after-school programs, pre-school, or other community services.
