Can a bank charge non-customers cashing an on us check a check cashing fee? For example, a 1% fee for any check cashed over $10,000.00?

We do and, as far as I know, we haven't had any complaints. I didn't think there was a bank that wasn't doing it if we were.

I wish we would charge a fee. As far as the customers complaining when you don't cash those checks, I had a very large business customer tell me he didn't care if we didn't. The guy should go to his own bank. Whether we cash them or not isn't his problem.

I worked at a bank before that did charge a fee for non-customers and at first there was a lot of pushback and complaints but as the "same" non-customers got used to the fee, the complaints were very few. Most of the complaints came from the non-customer not the business who wrote them the check.

One thing you might want to watch out for. Your state may have a law that protects employees of a any business who are paid by check. They come at the bank through a side door, as it were. These laws often require that an employer who pays employees by check must have an arrangement whereby those employees can cash their checks at no cost. A lot of employers in the states with such laws aren't aware of them. But it's amazing how quickly they can remind you of the laws if one of their employees happens to learn about them.

We've been doing this for a while now and we have had very few customer complaints. Perfectly legal. The complaints are directed at the tellers by the non-customers unfortunately. Over the top in quite a few instances. Our tellers cringe when these transactions come up...
