Are there any state laws against charging a fee for cashing on-us checks?

I don't know about state laws, but I know that there are several big banks in SC that charge non-customers to cash On-Us checks. Several employees from those big banks that work for us now, say the Business owners were not amused when their employees had to pay $5 for cashing their payroll check.

I'm not aware of any. We do not charge a fee. We feel it is a service to our business customers to cash those payroll checks for non-customers. However, we do require proper ID and we fingerprint.
