Does the "Member FDIC" need to appear in job employment ads for the bank?

If the job employment ad includes the insured institution's name, then YES.

"A advertisement - The term advertisement means a commercial message in any medium, that is designed to attract public attention or patronage to a product or business."

You would not put the "Member FDIC" if the ad also contained information relating to non-deposit products.

You are advertising for somebody to come work for you. You are not advertising the bank or any products. I would be more concerned with your requirements under EEO, affirmative action and government contractor requirements.
