A customer of a bank wants to give a discount on food if patron opens account at bank. Bank is not promoting this. Is there a disclaimer that must be added to advertisement?

How would the customer know?? You can't tell the customer as that is non-public information. If you are not promoting it, why the question? The bank should not be involved.
