We offer enotifications through our online banking. However, if online banking is inactive for 240 days, the customer is discontinue from online banking and if they want it, they must sign up again. If a consumer has signed up for enotifications through online banking and it goes inactive, should be switch them back to paper statements?

Absolutely. If you don't, they have no way to access periodic statements and their dispute window for fraud items would never start... you would be on the hook forever for items on statements that they never have the ability to access.
