I thought I read somewhere the date the interest rate is available must be at least one day, but I can't find it. Has anyone else seen this somewhere?

Which line are you referring to? If line 2, it must be at least 10 business days.

I believe you're referring to Line 1 and no, it does not have to be one business day.
I see plenty of GFEs for floating rate loans that have line one matching the date of the GFE with close of business day time on the line too. Ex: September 30, 6:00pm ET
