Customer owns her home free and clear and wants to use it as collateral to pay off debt to the Dept. of Revenue and cash back for improvements to her home. Would this be reportable? I think it would be as a refinance, but want to make sure.

Why would it be a refinance if it's free and clear? Sounds like home improvement to me, based on the points made by OP.

Well, I usually do try and put quotes that I lift in italics, but I failed miserably in this instance. Sorry for the confusion.
