If the bank conducts a Mortgage customer satisfaction survey and the customer voices negative comments or concerns on the survey form would they be considered a complaint?

I think it depends on what the comments are...if they are not happy with the brand of coffee offered to customers in the lobby, i'd say no. if they feel that you provided misleading or incorrect information to them, i'd say yes.
