We have a customer who is a Non US Person. He has two loans with our bank and recently opened a savings account with his wife, who was not born in the US but states that she is a legal permanent resident and is in receipt of a SSN card. Her husband (the Non US Person) has given his tax number as 819-XX-XXXX and this is also the tax ID number on Chex Systems and on his credit report. My research tells me that tax numbers for Non US Persons must begin with the number 9. Is this correct and how can I verify this?

What is an ITIN?
An Individual Taxpayer Identification Number (ITIN) is a tax processing number issued by the Internal Revenue Service. It is a nine-digit number that always begins with the number 9 and has a range of 70-88 in the fourth and fifth digit. Effective April 12, 2011, the range was extended to include 900-70-0000 through 999-88-9999, 900-90-0000 through 999-92-9999 and 900-94-0000 through 999-99-9999.

It is possible the husband could be a Non US person but still have a valid SSN. http://www.socialsecurity.gov/pubs/EN-05-10096.pdf
