Would a conservator account ever be considered to be public funds? I would think the answer is no as the TIN would be the SSN of the legally disabled person. But I have seen some recent documentation changes where we are asking for the county or town TIN and that has me confused. Any clarification would be appreciated. Thank you.

First, you need to determine what the term "public funds" means. In what context and for what purpose are you referring?? Whether your county or town as the ability to act as a public conservator is a matter of local law.
