Most definitely he should not be looking to you to supply it.

Tell them to google "MSB BSA Policy example". There are several readily available on-line.

The value of any "policy" is in writing it and then referring to it as necessary so you are not constantly rehandling the same decisions. If he's going to blow it off by using a "go-by" provided by a third party, I suggest you don't help him.

What we do when we receive these types of requests or recognize a business acting as an MSB and have not submitted their BSA/AML policy to us, is provide them the FinCEN handouts on MSB BSA/AML responsibility,guidance on what banks are expected to obtain, the FinCEN hotline number and then require their policies and registration within 30 days.
