The CIP for my bank currently allows customers to use the Mexican Matricula card as a secondary form of identification for individuals. I am uncertain as to how to flag the account, though. Are Matricula cards issued to only NON-resident aliens or can they also be issued to resident aliens?

The matrícula consular is an identity card that Mexican consulates issue to Mexican citizens who reside outside Mexico. They have nothing to do with the person's status in the US.
