I think this should be yes and I will ask this question anyway because I need to show management the regulation requiring it..

Does a bank issued debit card have to have the customers name on it? If it does (as I think it should) where can I specifically show management the requirement by regulations.

They stated that some countries do not issue a debit card with a name on it.

That's a correct statement. For various reasons, some of which is personal safety, some countries do not include a name on a debit card. We thought about doing it here for a while, but we never determined if Master Card would permit it in the US.

But in the US is it required by a certain regulation?

I would check your agreements with Visa and/or Master Card. I don't think there is a specific banking regulation which requires it. However, you may want to wait for someone more versed in this area than me to chime in and confirm or deny my suspicions.

I'm fairly certain a lot banks that issue debit cards instantly upon account opening do not put names on the cards. Of course, those are replaced later. But, at least temporarily, they do not have names.

My name is on my card even though it was instant issue; however it is not embossed.

Thanks, I would like to tell them it is OK then, but I just want to make sure that there's no regulation against it and will have them confirm the agreement about it with Visa or MC.

May I ask why they want to do this? How would anyone ID the owner of the card if there is no name (I'm just being curious).

I agree and I had reservations about it myself but our head office in another country states that this is how other banks in other countries do it and want me to send supporting information justifying why we had to put the names on the card...

The number of the card should tie back to an account holder. This is not an anonymous card, merely a card lacking on a name. Outside of the US wealthy foreign nationals do to this, request nameless statements and that statements are to be sent to some obscure address to conceal their wealth. Not necessarily in a bad way either. There are certain countries were wealthy people are kidnapped and then ransomed.

I know, but the Head Office wants to know if it is ok in the USA and if not, what regulations are there that says you can't or if it is just based on what Visa or MC want?

I don't believe you will find it in any regulation. It is going to be governed by the agreements that you have with the various networks enabled on your cards.

I would add that Visa and MasterCard have different Operating Rules for different global regions. What may be allowed in their rules for one foreign country may not be applicable in the US.

Just curious....what about the cards that are issued by tax filing companies? They don't have names on them.
