Is a lender required to comply with the provisions of the Flood Disaster Protection Act (namely the Notice to Borrower, escrow requirements, etc), if a property is in flood zone x500 but is NOT designated as being in a Special Flood Hazard Area according to the Determination form, but at the lender's discretion requires the borrower to obtain flood insurance?
