Has anyone developed an excel sheet to test tolerances on? Page 3 of the HUD will no longer show this information. I am sure our documentation platforms will alert us if we have a problem. But I am old fashioned - and want to verify the software. Also has anyone started any checklists for compliance with the new rules?

Not much different than it is now. Just break-out your fees into the 0% and 10% buckets, list the fee from the latest allowable LE and CloD and compute the difference.

The challenge is keeping track of which fees get adjusted in which revised LEs.

Is there any change from the way we treated the tolerances under the prior rules vs. the new rules, i.e. if a CD is issued and a new CD is required two days prior to closing what costs are compared to determine the tolerances?

Revised CD vs. Orig CD?
Original LE vs. Revised CD?

Your final CloD will be compared to the original LE, or if you issued a revised LE with a bona-fide COC, or the original CloD if it was issued via a bona-fide COC and it was within four business days of closing.

The latter is the only circumstance you can use a CloD to reset tolerance levels.

Quick note....I have been testing it and it is good for the 10% items and will help to track those items, plus it provides a certificate for the secondary market loans.

However, if you have 0% items where a CIC was done, those will have to be on another spreadsheet so you can do the comparisons.

This shouldn't be too hard but will require someone reviewing carefully if CIC have been done.

Based upon BrendaW's comments and others' we have amended the calculator and certificate to track the 0% and no tolerance fees as well. We welcome anyone else's suggestions (especially investors that may require a post TRID LOS independent loan originator fee tolerance certification). Again, it is free and only requires registration:
