I understand all ATM machines must be EMV compliance by October 1, 2015. My bank does not operate any ATM machine; therefore, my question is if the debit card we are issuing must be switch over by October 1st as well. I couldn't find any specific information on the card issuing portion as well as the timeline. Any assistance is greatly appreciated.

There is no requirement for any piece of equipment or card to be EMV compliant. However, for signature based purchases, the way that VISA/MasterCard assign liability for these transactions will change in October 2015. ATMs and pay at the pump purchases are on a separate schedule.
