No. The purpose of a special deposit slip is to identify a next-day check that cannot be identified by its Routing Number in the MICR line. Examples are cashier's, tellers, and certified checks and checks on local government units.
U.S. Treasury checks carry unique routing numbers, as do checks on the Federal Reserve Banks and Federal Home Loan Banks, and U.S. Postal Service Postal Money Orders. Checks in this group can be recognized by your systems as next-day availability items; therefore, you cannot require the use of a special deposit slip as a prerequisite to treating the checks as next-day items.
