Although Regulation B doe not require notification of denial when an applicant has withdrawn an application, is there any negative reasoning if an adverse notice has been sent with principal reason : Customer withdrew application ??? thank you.

The bank did not make the decision, the customer did.
There is no adverse action by the bank, and sending it out is not the intent of the form. The form is used to tell the customer what they need to improve to get a loan.
