The loan officer took a loan application face to face. He told the applicant he would call him later that day. The loan officer pulled credit report etc. The loan applicant called the loan officer later that day and told him he didn't need the loan as such and such bank approved him. Is this a withdrawn loan OR should the loan officer send out the adverse action notice because he was going to deny the applicant but the guy called him and withdrew the loan request. Thanks.

If the applicant withdrew before the loan officer declined, then it's a withdraw. Document the call.
