If I have a customer who allows customer to reload their phone cards at their convenience store, are they considered an agent of the provider? I have tried to read everything I can find on this and am hoping that someone has some helpful information for me. If they are an agent, my understanding is that they do not have to register as an MSB with FinCEN, but do I need anything from them for BSA compliance? Any information or guidance would be helpful.
