This question is in regards to the OFAC Balkan Related Sanctions that includes southern Serbia. If we have a PayPal transaction and the receiving party has an address in the country of Serbia, is this something we should be blocking as part of this OFAC sanction? I have read the order and am not clear of it these effected parties to this order are included on the SDN list, or if it is for all transactions to individuals or businesses in the Balkan region?

The rule requires blocking transactions with persons on the SDN List. It's not a country-level block.
