Good luck Tex.
But don't give up if she doesn't call you. Give her a chance and then call her. She may have been out sick, the card was lost, the florist's handwriting was awful, etc. If you're really interested, don't leave everything to chance. In fact, she might just be waiting for you to call. Not everybody knows all the rules for each part of the country.

I personally had a three strike rule. Anyone can truly be busy twice in a row. On the third try, if I got a "no," I'd put the ball in her court by saying something like, "look, I think you are a very nice person and would like to get to know you better, but you've turned me down now three times. I can't tell if you are just too nice to tell me you are not interested or if you really are busy. Here is my number, if you are interested, give me a call." Of course, if she did not act genuinely disappointed and say things like "please call again" or maybe suggest options on the first two calls, there probably would not be a third call.
Another rule I had--if possible ask the woman out in person rather than over the phone. Her response is easier to read.
One more rule--when I did call to ask a woman out, I got that out up front and did not chat on the phone for 30 minutes beforehand like some lovesick puppy who is trying to get up the nerve or like I was trying to charm myself into a date.
