Which regulatory agency, if any, monitors ATM processor companies? I'm not sure if this is the correct forum, but thought it would be the best since it potentially involves privately owned ATMs.

If the bank has privately owned ATMs as customers. It is the bank's responsibility to monitor for compliance.
