We have never used that phrase in our ads and the FDIC has never mentioned it. Like you, I have seen it used by other banks and have wondered where it comes from.
I "assumed" (remember this is you and me ) that it came from unfair and deceptive ads making someone believe they really can get that loan from you, no matter their (dis)qualifications. So it puts the person on notice that there are qualifications.
