Our marketing dept wants to do an internal ad (email blast) to all bank employees which basically would be for the collection of school supplies from any employee who wishes to participate. Our Bank basically designates pay day Fridays as dress downs when employees dress down comfortably instead of wearing their uniform. The cost to dress down is minimal less then $3. All proceeds collected are then deposited into Our Employee Club account.

The following is the gist of the ad that they are wanting to do.

A competition that will award 2 (two) K-5th grade teachers with school supplies. The school supplies will be collected through an internal school supply drive that all employees will have a chance to participate in. The public will be able to nominate a teacher who inspires certain criteria's. Two teachers will be selected to receive a bundle of donated school supplies and a gift certificate to use to further enhance their classroom environment.

Of concern is whether there is any compliance issues, (lottery, donation) with this.

The teachers are getting the prize. They are not giving any consideration to be eligible for getting it. It is not a lottery.
