When viewing the regulation, there is a pale blue highlight with the words "OFFICIAL INTERPRETATION TO XX" on the left and SHOW on the right. Click anywhere in the blue highlighted area to expand the commentary for that paragraph or section. Click the minus sign next to "HIDE" to collapse the commentary for the section. "XX" is the section or paragraph on which the interpretation is commenting.
This appears at each point where there's commentary on material directly above. In the case of commentary on an entire section of a regulation (for example, section 1026.23 has such a commentary) the comment is found at the very bottom of the section (because it refers to the entire section).
Comment 23(h)(2)-1 is found just below that section. Comment 23(h) is found below it, because it comments on ALL of 23(h).
