We provide an EFT disclosure but we also provide a check card agreement when a customer order a debit card. I can't find anywhere in the Reg where it states we are required to give check card agreement. Is this something VISA require banks to give out when we issue a VISA debit card?

Compare the wording in your Reg E disclosure with what the Check Card Agreement says. There will be some overlap, but there is probably a fair amount of information in the check card agreement that isn't covered in the Reg E disclosure. And its that information that is the reason you provide the agreement.
