From the preamble to the regulation regarding a question on land loans:

"To the extent the loans described in the comment letter are secured by real property, however, such loans would be covered by § 1026.19(e) and (f), and therefore § 1026.18(f) would be inapplicable."

Kim, you asked specifically about 18(f), however it may be relevant to note that a hypothetical example is required on TRID loans in in the lender's ARM loan program disclosure as specified at 1026.19(b)(2)(viii) - but that would not apply to vacant land.
