We have an examiner requesting if the audit manager has professional training (CPA or other) to review workpapers. Is this a best practice or a requirement?
If the audit manager of a very small financial institution is certified in regulatory compliance, doesn't that qualifies him/her to review fair lending audit workpapers?

As we have all learned over the years, examiners can and will ask stupid questions. For a fair lending exam, the CPA would mean nothing. With them being certified in regulatory compliance I would think that would be sufficient. One thing to consider, have they found issues in audit testwork in the past? Maybe they do not have confidence in the audit manager's work.

There has not been any problems and this will be the first time we are reviewing workpapers
