We are considering banking a pueblo (aka tribal nation) in New Mexico - possibly lending to them and opening deposit accounts. Does anyone know of any materials out there that might help us understand the risks involved (either publicly available stuff, or materials for purchase)?

I know nothing, but you might start with something like this and go from there?
Obviously in a situation like this you'll probably need to get counsel involved.
