Customer has a 'valid' license - not expired. However, the CIP program says 'verify license' - rare but does happen. We then require for Florida/Georgia licenses to be verified - we have a site that would normally just say 'valid' on license number and expiration date. In this particular case, the license came back 'Suspended'. Is this still considered valid?

The Identification is still valid but the individuals driving privilege is not currently "valid" as it is suspended. I would feel comfortable that I had a reasonable knowledge that this is the person I think it is.

Any requirement to "verify" identification is internal. What it means is entirely up to you unless your examiner thinks it means something else...
