Would it be a valid change in circumstance if the address changed but the city and state remained the same?? Title work is correct as well as the purchase agreement. From what I have read this would not be a permitted change.

Changed circumstances are for the resetting of tolerance on fees. How does this impact fees? Just change it on the next disclosure that you issue.
