We have a Syrian citizen wanting to open a bank account. Aside from collecting CDD and EDD information, is it ok to open accounts for citizens of Syria? He passed OFAC. I know there are sanctions against the country, but does that also include all citizens or ONLY specific entities and individuals on the SDN list? Quick help or guidance would be greatly appreciated!

You will want to check directly with OFAC but most sanctions are individual or entity based although there are some that prohibit any activity with the country.
