Loan sent to investor A and has numerous conditions that will take a while to clear. LO then switches to investor B and gets quick approval with few conditions. Investor B's cost is higher, and LO wants to add $X as discount points. Loan product and type haven't changed. The only change is in investors and how quickly the loan can close.

Is a change in investors a valid changed circumstance in this instance?

No. The sale into the secondary market does not impact the consumer.
