Does Wisconsin state law consider a "financed by" sign to be an advertisement that would require the bank and lender NMLS#s?

We are looking at 224 and there are prohibitions in 224.77(1)(sn) that require the unique identifier for a mortgage banker, mortgage broker, or mortgage loan originator on all residential mortgage loan application forms, solicitations, and advertisements, including business cards, Internet sites, email signature blocks, and on all other documents specified by rule.
