When advertising a special limited rate for a business loan do the rules for "promotional rates" come into play?

Agree - start off with the exemptions - 1026.3. If a loan is exempt from Z, it's exempt from all parts.

Unfair and deceptive practices are not just for consumers. You need to do what you think is right from the potential customer's viewpoint. Since you asked, I assume you think there is something deceptive about the proposed approach.
