Does anyone have any information to offer about elderly abuse? Should we have a policy in place? What procedures should we follow?

Yes, you should have policies and procedures. The CFPB put out some white papers on this topic that are linked at https://www.consumerfinance.gov/about-us...nancial-abuse/.

Although the CFPB report only covers elder financial abuse and exploitation, you may also have obligations under state law related to financial exploitation of disabled customers.

Definitely look to state laws as well. Often this is where you'll find reporting requirements, additional protections you may employ when a problem is suspected, whom to notify and when. States are more active on this.
