Yes. Whenever FHFA uses the term "the Enterprises" (which it always treats as a proper noun), it means Fannie and Freddie.

Wow. I definitely read that as 2018 at first glance.

So did I, because it made sense (and because I didn't have my browser zoomed as much a usual, to be honest). That's why I emphasized the date in my OP in this thread.
