So this is going to be a dumb question, but are remittance transfers international and domestic? I am confused about it.

In the general sense, remittance really just means a sent payment, but if you are talking about Reg E, then it only applies to transfers sent to a Designated Recipient, and designated recipient "means any person specified by the sender as the authorized recipient of a remittance transfer to be received at a location in a foreign country."
