Is the bank required to have a CRA Policy? If not a requirement, is it an expectation of the examiners that the bank have one?

I don't know that you will find a regulation that says "policy required", however, many bankers and examiners alike find such a policy to be prudent in that it outlines expectations of the program(s). I think you will find that most bankers here have such policies and their examiners are receptive to that.

Follow up to the OP's question, does the Act specifically require the designation of a "CRA Officer" at a regulated institution?
