Consummation means the time that a consumer becomes contractually obligated on a credit transaction. Would this mean on ROR the date the ROR expires?

If "consummation" is the last event to occur that triggers ROR, then the date of consummation is the date the ROR three day time period begins.

Generally, one becomes obligated when one signs the note. The fact that the funds have not yet been advanced does not mean that the consumer is not obligated; only the amount of the obligation is at issue.
