Would you submit for CD credit a loan to a local trucking company for the purchase of a new truck in a rural tract classified as distressed or under-served?

Without the new truck, the business would falter and the job/resident would be lost.

D/U tracts are pretty easy to get credit for, correct?

The answer will differ depending on the size (small, intermediate-small or large) of your bank. I am only able to comment on how it works for a large institution. What size bank are you?

I am an ISB and would submit it as retaining an LMI job. Get the wages of the driver or salary range at the very least. If it's to hire a new driver, even better.
