I don't know if anybody has run into this problem, but what do we do if an address does not return any matches in the US Census system in regards to the County Code and Census Tract #?

I pull the address on a google map or use the map provided in the appraisal, locate that same position on the FFIEC map and pinpoint it. I retain a copy of the google map or map provided in the appraisal in the loan file to support the data I'm reporting.

Ditto with Randy and LaLendingLady. Sometimes Googlemaps finds it where the other site does not.

Has anyone yet addressed where we get the new 5 digit county code and the 11 digit census tract number? I am not able to find those anywhere.

I believe the 5 digit is a combo of the state and county codes and the 11 digit is a combo of the msa and census tract codes.

The county code is the 2-digit state + 3-digit county
The census tract code is the 2-digit state + 3-digit county + 6-digit tract excluding decimals

LaLendingLady is correct.
Seems odd that they added the 5 digits to the census tract when we report those same 5 digits for the county.

So, consensus is that for the Census Tract Data Field, you would report the 11 digit code that contains the 2 digit State code, followed by the 3 digit County Code, followed by the 6 digit Census Tract output?

2 + 3 + 6 = 11.

This seems to be what the FIG calls for, though it is not so clear in the explanation, but rather in the "Edits" section.

I agree that there really isn't a good explanation for this, but here is my understanding:

The census tract code from the census bureau is actually an eleven digit number (which starts with the state and county code) and can be found here: https://geocoding.geo.census.gov/geocoder/geographies/address?form (you have to scroll down in the results to see the census tract "GEOID").

Also, it appears the new format for county and census tract align with the Federal Information Processing Standards (FIPS) which is referenced in the commentary and FIG for the county code. The FIPS incorporates the state code into each of the numbers.

Didn't the CFPB say they were going to be releasing a Geo-Coding tool that would have a safe harbor if the address was entered correctly? I recall this being stated in early 2018, but have never seen their tool.

They had announced they would be creating a geo-coding tool in the 2017 HMDA proposal and again in the 2017 HMDA final rule (where they mention it over 40 times). I believe initially said it would be available in the 4th quarter of 2017, but bankers reported in early 2018 that the CFPB was stating verbally to use the FFIEC tool for 2018. Unless the tool is incorporated with the new portal, I have not seen it and don't recall hearing anything else about when the CFPB geocoding tool will be available for the safe harbor that is incorporated into the 2017 final rule.

I agree with everything you said Adam. My point is the CFPB announced they would be creating a geo-coding tool. I didn't hear the "verbal statement" that they cancelled their plans. That's not a good way of communicating. They either need to publicly and formally announce this or create the tool. But I'm preaching to the choir.
