I can't seem to find in the reg how consumer loan payments (none dwelling) should to be applied; I know I have seen this before but can't find it. In addition i need to find information on charging a late fee. Can anyone direct me to the right location?

The answer to these questions will be found in your State law. Once you figure out what State law allows, then you need to follow your loan contract language precisely, assuming it complies with State law.
