For the HMDA data for applications on which final action is taken in 2018, the Filing Instructions Guide says that the census tract is 11 digits. Currently (as noted in the HMDA Getting it Right), census tract is 6 digits, so where are the additional 5 digits coming from for the 2018 FIG? It doesn't seem to be from County (which is 5 digits) as it spells out those 5 digits separately to the census digits.

So, the example from the 2018 FIG is 06037264000, which I believe is a combination of the Los Angeles County Code (06037) and the related census tract number of 264000. Can someone confirm I'm reading this correctly?

correct. it used to be broken out and include MSA. It will not be one string containing the codes for the tract, county, and state.

Under the new requirements, the state and county codes will get reported twice: 1) under County, and 2) Census tract.

State Code - 2 numbers
County Code - 3 numbers
Tract Code - 6 numbers
Total - 11 numbers.

As reference by GTS333
State: 06
County:037
Tract: 264000
Total: 06037264000

Found the following to explain (https://www.cubitplanning.com/data/census-tract-numbers):
Finding Census tract numbers can be difficult and time consuming. Many times, researchers will refer to a Census tract as Census Tract 7 or Census Tract 9.01. But Census Tract 7 or 9.01 doesn't uniquely identify the Census tract; in fact, there are hundreds of Census Tract 7s in the United States. A Census tract is uniquely identified by using its complete 11 digit Census tract number.

For example, Census Tract 48-201-533701 is located in Harris County, Texas. The 48 is the FIPS code for Texas; the 201 is the FIPS code for Harris County; and the 533701 identifies the specific Census Tract.

You will go by the FIPS and census tract. As an example the 5 digit code for IN, Monroe County would be 18105 and if the census tract is 0011.03 then in 2018 the property information would be reported as 18105001103. Or at least that is the way I am interpreting it.

Can we utilize the FFIEC Geocoding tool (https://geomap.ffiec.gov/FFIECGeocMap/GeocodeMap1.aspx) to enter an address and retrieve the State Code, County Code and Tract Code?

or

Do we have to use the US Census website? (https://geocoding.geo.census.gov/geocoder/geographies/address?form)

Is anyone using a different method to obtain the 11 digit tract code (made up of the State, County and Tract Code digits)?

The CFPB is going to provide a geocoding tool (similar to the FFIECs). Hopefully, it will give the 11 digit code. I think I heard the tool won't be ready until first quarter 2018, so I would just use the FFIECs goecoder until the CFPB version is available.

I am confused about the County Code. The instructions state to use the FIPS code. When I go to the website and put in the county I am looking for it is giving me the state code and the county code. Is it really supposed to be the MSA/MD code that shows on the FFIEC website? That is a 5 digit code as well. If it shows up as N/A on the FFIEC website do we report N/A in the county code field? Super confused. Any help would be appreciated. Thank you.

The FIPS code is just a combination of the state and county code.

So if you have a property located in Washington County, VA.

State Code = 51
County Code = 191

FIPS = 51191

or

Buchanan County, VA

State Code = 51
County Code = 027

FIPS = 51027

Thank you. I just wanted to make sure I was understanding it correctly that we no longer report the MSA code. Seems strange that they want us to double report the state and county code.

I don't see where we are double reporting the state or county codes. The 2018 FIG shows we report the following for location of property securing the covered loan:

Street Address
City
State (Two letter code. VA = Virginia)
Zip Code
County (Five digit code)
Census Tract

I think we also report the state and county as part of the census tract now, but I believe there are situations where you would report one and not the other. I think that is why it is reported in 2 different fields.

To tack on to this question. When listing the Census Tract, do we use the decimal point?

Example:
State: 40
County: 027
Census Tract: 2015.05

Do we report:

400272015.05
or
40027201505

To add to this. We have several properties that are not in an MSA area. In some of the information that I am reading we would put NA for State, County, and Census tract. Am I understanding this correctly.
